The development of tourism can generate considerable income for cities, but at the same time, the chronic overload of tourists puts enormous pressure on the city's waste collection and water supply, incurring high disposal costs. The influx of tourists also disrupts the lives of residents, and the increase in carbon dioxide emissions leads to higher temperatures, resulting in environmental damage. In order to achieve sustainable tourism development, the article built a multi-objective optimization model covering several factors such as the level of the urban environment, tourism profit, residents' living standard, the attractiveness of scenic spots, and the structure of additional government revenue expenditure. By applying the model to Juneau, Alaska, USA, this paper derives the city's optimal tourist carrying capacity in the off-season and peak season of tourism, and through sensitivity analysis, it also derives several important factors affecting the sustainable development of the city's tourism industry, thus providing a reference for the city to realize sustainable tourism development. The model integrates various factors and provides a solution with general applicability for the government to realize the sustainable tourism development of the city.
